Charles E. Carter, Jr., 83, of Dinwiddie County, passed away Thursday, June 26, 2014. Born in Halifax County, VA, he was the son of the late Charlie E. and Lillian Edwards Carter. Mr. Carter served in the U. S. Navy during the Korea War aboard the U.S.S. Wisconsin. He was a retired employee of American Tobacco Co. and a member of West End Baptist Church. He is survived by his wife of nearly 60 years, Excie Barbour Carter; daughters, Kathy E. Carter and husband, Mack T. Ruffin, IV, Linda C. Ciminillo and husband, Jon A. Ciminillo, and Patricia A. Carter; grandchildren, Sean C. Ruffin, Noah C. Ruffin, Amber N. Carter and Kyle S.C. Weiss; brothers, Thomas, Jack and Jimmy Carter; sisters, Mary Ellen Goss, Mildred Wilson, Hilda Nostrandt and Jane Saunders; sister-in-law, Jeanette Carter. A memorial service will be conducted at 1:00 p.m. Saturday, July 5, 2014 at West End Baptist with Pastor Tim Brendle officiating.
