Charles C. Todd, Jr., 86, of Chester, died on Friday, February 19, 2016. He was born in Tarboro, North Carolina and graduated from Rocky Mount High School. He received his B.S. in Geology from UNC at Chapel Hill and served in the U.S. Army Corps of Engineers in the Far East Command during the Korean War. He received his Doctor of Education from the University of Virginia. He was preceded in death by his parents, Charles C. and Blanche Williams Todd, Sr.; and sister, Martha T. Dillard. Dr. Todd taught in Raleigh and in Halifax County, VA and served as an administrator in Henrico County, Charlottesville, and the Virginia Department of Education, and was superintendent of schools in Hopewell for many years. He was an elder and Stephen Minister at Chester Presbyterian Church, and was a long-time volunteer for the Virginia Voice for the Print Handicapped. He was also a member of the American Legion Post #284, president of the Richmond Chapter of Phi Delta Kappa, was on the Board of Virginians for Integrity in Government, the Board of Keep Virginia Beautiful, an honorary member of Hopewell Rotary Club, served 8 years on the Fort Lee Advisory Board and was a member of the James River Catfish Club and the Richmond Kiwanis Club. He served as a lobbyist at the General Assembly for the Virginia Retired Teachers Association, served on the first Board of the Maggie Walker School for International Studies and became a Paul Harris Fellow in Rotary International. Dr. Todd was also a contributing columnist for the Chester Village News and Capital Connections Magazine. His interests were in volunteering, reading, writing, gardening, tennis and pickleball. He is survived by his wife, Alice R. Todd, of Chester; two sons, Charles C. Todd, III and wife, Karen, of Newtown Square, PA, and John R. Todd and wife, Mary, of Rocky Mount, NC; brother-in-law, John Dillard, of Richmond; and four grandchildren, Amy, Scott, Troy and Laura. Dr. Todd was well known and loved in the Chester and Hopewell communities, he was a friend to all and will be missed by many whose lives he touched. A memorial service will be held at 1:30 P.M. at Chester Presbyterian Church, 3424 W. Hundred Rd., Chester, VA 23831, on Thursday, February 25, 2016.
