Excie B. Carter, 93, passed away in the early hours before dawn, on Wednesday, April 10, 2024, at her home at Lucy Corr Village, Chesterfield, VA. A long-time resident of Dinwiddie County, she was born in Pittsylvania County, VA, the daughter of the late Leonard A Barbour and Josephine (Polly) Martin Barbour. She was also preceded in death by her loving husband of over 59 years, Charles E Carter, Jr. Mrs. Carter was a retiree of the Dinwiddie Public Schools, a gift shop volunteer at Petersburg General Hospital/Southside Medical Center for over 20 years, and a member of West End Baptist Church.
She is survived by daughters, Kathy E. Carter and husband, Mack T. Ruffin IV, Linda C. Ciminillo and husband, Jon A. Ciminillo, and Patricia A. Carter; grandchildren, Amber N. Carter, Sean C. Ruffin and wife, Julia Kuzel, Noah C. Ruffin, and Kyle S.C. Weiss; sister, Janie Isley Thorne; and her caring in-law siblings, Thomas Carter, Jack Carter and wife, Ruth, Jimmy Carter, Mary Ellen Goss and husband, Charles, and Hilda Nostrandt.
A memorial service will be conducted at 2:00 pm, Saturday, April 20, 2024, at West End Baptist Church, with Pastor Mark Hughes officiating. Preceding the service, a visitation with family will be held at the church beginning at 1:00 pm.
