Walter Elliott Carter

July 21, 1937 — June 24, 2017

Walter Elliott Carter, 79, of Chester, Va., passed away on June 24, 2017. He was predeceased by his daughter, Donna Marie Carter, his parents Walter E. Carter and Marion Swift Carter and his sisters Esther Fogwell and Priscilla Randall. He is survived by his wife and the love of his life, Joan Frost Carter, of Chester, Va. Other survivors include his daughter, Bethany Carter Bower and son-in-law Brad Bower of Alexandria, Va., and his sister, Virginia Allis, of Whately, Mass., five sisters-in-law and four brothers-in-law and many nieces and nephews, all of whom he loved dearly.
Walt was born in Holyoke, Mass. and graduated from Smith Vocational High School in Northampton, Mass. Along with Joan, he resided in Northampton, Mass., Poughkeepsie, N.Y., and, for the past 26 years, in Chester, Va.
A member of Chester’s St. John’s Episcopal Church since 1997, Walt also was a loyal member of the Chester Kiwanis Club.
Walt’s favorite hobbies included carpentry, traveling, and baking peanut pies to give to family and friends. Walt also enjoyed volunteering his time for various aid projects, including the building of access ramps for Elder Home projects throughout Chesterfield County. He participated in three Appalachia Service Projects and twice traveled to Louisiana to assist in the rebuilding of homes damaged by Hurricane Katrina. Other volunteer projects included “Christmas Mother” and the Kiwanis Chester Christmas Parade. A memorial service will be held on Friday, July 14th at 11:00 a.m. at St. John’s Episcopal Church on Richmond Street in Chester, Va. In lieu of flowers, memorial contributions can be made to St. John’s Episcopal Church, P.O. Box 3886, Chester, VA 23831; or Kiwanis Club of Chester, P.O. Box 2275, Chester, VA 23831.
